RE: Rockland County – Electronic RP-5217

Beginning January 2015, the Rockland County Clerk will require that all documents submitted for recording requiring a Real Property Transfer Report use the bar-coded Form RP-5217-PDF.  The carbonized form will not be accepted.  Using an electronic SaleScan system, the Clerk will electronically transmit all data from the RP-5217 to NYS Office of Real Property Tax Services (“ORPTS”).  Please review the attached bulletin from the office of the Rockland County Clerk and plan accordingly.

The RP-5217-PDF form and Instructions can be found on the NYS Department of Taxation and Finance’s website at http://www.tax.ny.gov/research/property/assess/rp5217/index.htm.  The form must be printed on legal size paper (8.5” x 14”).  The Clerk has advised that the only handwritten changes that may be acceptable include: Sale Contract Date, Date of Sale/Transfer and Full Sales Price.  RP-5217-PDF’s with any other handwritten changes WILL be rejected.

The Rockland County Clerk will advise as to the official start date of their new system.  Stewart recommends that all transactions closing from this point forward begin using the downloadable, bar-coded Form RP-5217-PDF to prepare and avoid rejection once the new system is implemented.
