Bank of the Pacific, Aberdeen, Washington, has contacted the Federal Deposit Insurance Corporation (FDIC) to report that counterfeit cashier's checks bearing the name, Bank NorthWest, are in circulation.
The counterfeit items display the proper routing number of 125108353 for Bank of the Pacific; however, the fraudulent items are markedly dissimilar to authentic bank checks. The counterfeit items and older authentic cashier's checks use the name "Bank NorthWest." However, the Bank of the Pacific acquired Bank NorthWest, and only cashier's checks of Bank of the Pacific have been issued since February 18, 2005. Also, the counterfeit items use the term "OFFICIAL CHECK" while the term "CASHIER'S CHECK" is used on authentic cashier's checks. A copy of a counterfeit item and a copy of an authentic cashier's check (VOID) are attached for your review.

The counterfeit items display the proper routing number of 291370918 for Gate City Bank; however, the fraudulent items are markedly dissimilar to authentic bank checks. Authentic official checks do not include the routing number for Gate City Bank and are payable through First Interstate Bank, Helena, Montana. Also, the layout, style and fonts are different. The counterfeit items use the term ?CASHIER'S CHECK,? which is located in the bottom left portion of the check, while Gate City Bank uses the term ?OFFICIAL CHECK,? which is located at the top of the check. Attached is an Investor Alert that was released at a June 28, 2005, joint press conference held by the Securities and Exchange Commission (SEC), the Federal Deposit Insurance Corporation (FDIC), and the Office of Thrift Supervision. This Investor Alert provides useful information on mutual-to-stock conversions and highlights key concepts that eligible depositors need to be mindful of when participating in the initial public offering of a converting mutual bank or savings association.
When a bank or savings association converts from mutual to stock form, the financial institution (or holding company) generally issues stock in an initial public offering (IPO). During this conversion, eligible depositors of the financial institution have a unique opportunity to participate and purchase shares, because federal and state banking regulations require that the bank or savings association give depositors first priority to purchase the stock over all other interested investors. But, as several SEC enforcement actions in this area confirm, ineligible investors periodically attempt to circumvent these regulations and illegally participate in the mutual bank or savings association conversion.
Eligible depositors who enter into agreements that allow ineligible investors to participate in the initial public offering of a converting mutual bank or savings association may be violating state and federal banking laws. Moreover, eligible depositors should be aware that, by entering into such agreements, they may be violating these laws themselves and may be subject to civil enforcement actions or criminal prosecution.

The Office of the Superintendent of Financial Institutions (OSFI) of Canada has published the attached "Warning Notices" (Updated Issue No. 57 and Issue No. 58), which contain the names of entities recently brought to OSFI's attention. These entities are Harvest Capital, Etobicoke, Ontario; Harvest Capital, Houston, Texas (www.harvestcapital.ca ); Swiss Securities Group, Inc. (no address); and National Financial Group, Toronto, Ontario (https://www.fdic.gov/). In addition, Warning Notice Issue No. 59 (also attached) was issued to advise that First United Bank, Toronto, Ontario, has been removed from OSFI's warning list.
These entities, or persons representing them, are reportedly operating in Canada. They may be violating provisions of the Bank Act (Canada) or other Canadian financial institution regulations. They may also be conducting unauthorized banking transactions in the United States. Any proposed transactions involving these entities should be viewed with extreme caution.

Summary: | Counterfeit cashier's checks drawn on Parish National Bank, Covington, Louisiana, are reportedly in circulation. |
The Office of the Comptroller of Currency (OCC) has notified the Federal Deposit Insurance Corporation (FDIC) of a recently issued OCC Alert concerning counterfeit cashier's checks being issued in the name of Parish National Bank, Covington, Louisiana.
The OCC Alert stated that counterfeit items usually list the remitter as either Arex Brown or Apex Brown and bear the signature of Patti Nelson. The counterfeit items appear to be a reproduction of an actual cashier's check and are blue and white in color. The checks do not have MICR ink numbers or watermarks. All of the counterfeit checks have six-digit numbers beginning with "431." Authentic cashier's checks are blue and white in color and bear the logo of Parish National Bank in the upper-center portion of the check. The words "Cashier's Check" appear in the upper-right corner of the check. The authentic checks contain watermarks.

The layout, style and fonts are different. The counterfeit items are printed on several different check stocks; authentic cashier's checks are printed on light blue stock. The counterfeit items have the words ?CASHIER'S CHECK? in large bold print in the lower-left portion of the item; for an authentic check, ?CASHIER'S CHECK? is printed above the signature line. Summary: | Several financial institutions, retailers and consumers have reported receiving fraudulent checks that were created using an online service called Qchex.com. |
Several financial institutions, retailers and consumers have reported receiving fraudulent checks issued via Qchex.com, a subsidiary of Neovi Data Corporation, San Diego, California. Qchex.com is an online service that enables users to print checks or send checks by e-mail to recipients who could then print them. Financial institutions should be aware that some, but not all, checks created using this service may be fraudulent.
The fraudulent checks may bear actual routing numbers assigned to the drawer bank, along with either actual or fictitious account numbers. A signature is not required on the face of the check, and due to the microprinting aspect, the checks may bypass special handling requirements. The checks may or may not contain Qchex tracking codes.
Financial institutions, retailers and consumers should be aware that Qchex.com provides the following disclaimer: "Because user authentication on the Internet is difficult, you must make your own independent determination regarding the statements and representations of the other party and the party's ability to pay for the delivered good(s) offered for each transaction commenced through Qchex.com." In addition, the following disclaimer is provided under the section "Terms of Use" on the Qchex.com Web site: "Qchex does not guarantee, verify or investigate transactions undertaken by users of Qchex.com."
On a related matter, consumers have reported receiving fraudulent checks issued via Qchex.com for items sold over the Internet. In some instances, these checks were issued for an amount in excess of the actual transaction. Generally, in such circumstances, the sender of the check requested that the overpayment be returned via a wire transfer. Financial institutions should encourage their customers to view with extreme caution any proposed transactions requiring them to wire funds outside of the banking system. Given the nature of the activity, the FDIC has notified law enforcement.

This entity is Maritime Financial & Security Co., Toronto, Ontario, Canada (https://www.fdic.gov/). The entity, or persons representing the entity, is reportedly operating in Canada. The entity may be violating provisions of the Bank Act (Canada) or other Canadian financial institution regulations, and may also be conducting unauthorized banking transactions in the United States.
