Dear Associates:

In several of its recent bulletins, Stewart Title Insurance Company has alerted its policy-issuing agents and offices to potential recording issues brought about by cyber-attacks and related County Clerk shutdowns.  In those bulletins, it was suggested that in order to ensure the timely payment of transfer taxes, the transfer tax be immediately paid directly to New York State.

To prepay the New York State tax, forward (preferably via a trackable overnight service) the completed TP-584 and check together with a letter requesting a copy of the TP-584 be marked “Paid” and returned in the self-addressed postage paid envelope to:

90 Cohoes Avenue
Green Island, New York 12198-1515

Please be advised that this mailing address has changed several times over the years, and the TP-584 (which contains a printed address thereon) is not always up to date, or may reference an address not applicable to your situation (for example, you cannot use a private overnight service to send to a PO Box).  Thus, you are encouraged to regularly monitor the correct address with the NYS Department of Taxation and Finance at its website.  The current information is available in Publication 55.
