RE: UNDERWRITING - Temporary RON in Wyoming

Dear Associates:

On March 24, 2020, the Wyoming Secretary of State issued guidance on the temporary use of Remote Online Notarization. The guidance permits Wyoming-commissioned notaries to perform remote online notarial acts during the state of emergency resulting from the COVID-19 virus. The guidance is effective until July 1, 2020, or when the Governor lifts the present state of emergency, whichever comes first.

In order to perform remote online notarization, a Wyoming-commissioned notary must complete training provided by a remote online notarization vendor approved for use by a contiguous state. The notary must then notify the Wyoming Secretary of State’s office that the notary has completed such training and provide proof of the same. The form for submitting such proof and providing notice of the notary’s intent to conduct remote online notarization is located here.

Pursuant to the Secretary of State guidance, issuing offices in Wyoming may choose to perform remote online notarization. Subject to the guidelines in Stewart Bulletin SLS2020003 and SLS2020004, Stewart Title Guaranty Company will accept and insure Wyoming transactions involving remote online notarized documents. A complete list of Stewart-approved remote online notarization vendors is included in Bulletin SLS2020003 above.

The Wyoming Secretary of State Guidance document is available here.
