RE: Philadelphia Extends the Storm Water Management Service Fee to Vacant Lots

Dear Associates:

Recently the City of Philadelphia, Water Department, has implemented new regulations regarding charges for Storm Water Management services. In the past, customers were charged based on the size of their water meter. This fee was included in the monthly service charge along with water treatment and administrative costs. The Citizen's Advisory Group advised the Council that the true stormwater costs should take into account the property's effect on the system and charge the property for its gross and impervious areas. Thus, vacant lots will now bear the cost of storm water management.

You will see a separate line item for Storm Water Management services. As of July 1, 2010, properties that did not have a water/sewer account will begin receiving a monthly bill for the Storm Water Management Service.

If the property has a BRT#, it will have a water/sewer bill. Be aware to look for this bill as it is a municipal charge that may take priority over an insured document.
