RE: Tax Lien Certificates - Buffalo, Syracuse, Binghamton & Plattsburg

Dear Associates:

This is a supplement to Bulletin NY000214 . The New York Municipal Bond Bank Agency (MBBA) has provided us with additional information regarding the recordation of the various tax certificates, which they have purchased.

In Erie County there exists two tax liens certificates, one from the City of Buffalo and the other from the Buffalo Sewer Authority. The certificate from the City of Buffalo was recorded in Liber 11058 of Deeds at Page 92 on October 1, 2003. The certificate from the Buffalo Sewer Authority was recorded in Liber 11058 of Deeds at Page 1 on October 1, 2003. The Erie County clerk has created a new search field for these documents, which appears as item seven on the computer search screen. Please note that the certificate is searchable only by SBL number.

In Onondaga County, the certificate was recorded on October 3, 2003 in Book 220 of Miscellaneous Records at Page 87. The Onondaga County Clerk is in the process of constructing a searchable database for the certificates. The City of Syracuse has sold not only delinquent City taxes, but also delinquent County taxes; despite the fact that the County of Onondaga is not participating in the program. The City Treasurer has stated that all city tax searches given out by their office will show that the tax lien has been sold.

In Clinton County, the certificate was recorded on October 3, 2003 in Book 19 of Tax Sales at Page 15; the certificates should be searchable by owner's name.

In Broome County, the certificate was recorded on October 1, 2003, however the recording information is not yet available.
