RE: Obtaining Information on Federal Tax Liens

Dear Associates:

As part of its continuing effort to ensure the privacy of taxpayers' information, the Internal Revenue Service is attempting to standardize the paperwork needed to obtain payoff and other information relating to federal tax liens. A third party (such as title companies or agents) wishing to obtain such information must provide a copy of Form 8821 signed by the taxpayer to the IRS prior to the release of any information. Use of the form will give you a starting place for discussions with the IRS, as they will release no taxpayer information without authorization from the taxpayer.

A copy of Form 8821 is available through the New Jersey District Office for your reference. Additionally, you may obtain a copy of the form from the IRS web page at http://www.irs.gov/pub/irs-pdf/f8821.pdf .

THIS BULLETIN IS FURNISHED TO INFORM YOU OF CURRENT DEVELOPMENTS. AS A REMINDER, YOU ARE CHARGED WITH KNOWLEDGE OF THE CONTENT ON VIRTUAL UNDERWRITER  AS IT EXISTS FROM TIME TO TIME AS IT APPLIES TO YOU, AS WELL AS ANY OTHER INSTRUCTIONS. OUR UNDERWRITING AGREEMENTS DO NOT AUTHORIZE OUR ISSUING AGENTS TO ENGAGE IN SETTLEMENTS OR CLOSINGS ON BEHALF OF STEWART TITLE GUARANTY COMPANY. THIS BULLETIN IS NOT INTENDED TO DIRECT YOUR ESCROW OR SETTLEMENT PRACTICES OR TO CHANGE PROVISIONS OF APPLICABLE UNDERWRITING AGREEMENTS. CONFIDENTIAL, PROPRIETARY, OR NONPUBLIC PERSONAL INFORMATION SHOULD NEVER BE SHARED OR DISSEMINATED EXCEPT AS ALLOWED BY LAW. IF APPLICABLE STATE LAW OR REGULATION IMPOSES ADDITIONAL REQUIREMENTS, YOU SHOULD CONTINUE TO COMPLY WITH THOSE REQUIREMENTS.
